*All adoptees age 18 or older may apply for identifying information. However, for adoptions finalized prior to July 1, 1986, identifying information will only be released if the birth parents has filed consent. If they have not expressed consent, adoptees may file a petition to the court and a search will commence (usually by the agency that handled the adoption). In other words, a consent to release is needed by the birth parent before identifying information will be released.
If the adoption was finalized on or after July 1, 1986, the state shall disclose identifying information without requiring the consent of the birth parent unless the birth parent has filed a request for nondisclosure. The registry will not make an attempt to contact and request consent.
